The bill (Reg. No. 4446) introduces the system of monitoring over the application
of penal sanctions to the infringers, improves the procedure of collecting penal
sanctions,
strengthens criminal responsibility of the officials for repeated fraud and
bribery, and enhances
relations between the road users and the State Road Inspectorate.
The People´s Deputies support eradication of corruption, strengthening of protection of rights of the persons brought to administrative responsibility (including owners of transport vehicles), impartiality in the assessment of actions of road users, improvement of the procedure of executing the decisions on administrative penalties. However, they expressed several remarks concerning the bill.
The Committee members stated that deficiencies of the bill should be corrected.
